Declaration

The Home Blueprint National Framework (THBNF) is a live, integrated national operating system for the governance, stewardship, escalation, and controlled progression of complex assets and cases, including but not limited to empty and at-risk buildings.

THBNF operates as a single system composed of seven interlocking frameworks (FW1–FW7). Full system adoption is designed to function only as a collective.

However, defined frameworks or annexes may be made available for licensed reliance where expressly stated. Such reliance is bounded, non-standalone, and does not constitute adoption of the full THBNF system.

Unlicensed partial use, selective extraction, or informal deployment of system components introduces governance risk and is expressly outside the intended use of THBNF.

THBNF exists independently of endorsement, pilot status, or statutory designation. Its value derives from institutional reliance on its governance logic, evidential integrity, and escalation controls.

This document establishes the existence, structure, authority, and control boundaries of the system.

System Purpose & Domain

THBNF governs:

across the lifecycle of complex, stalled, or high-risk assets and cases.

THBNF does not:

replace statute or statutory authority

certify workmanship or outcomes

mandate software, vendors, or delivery models

assume operational responsibility

The system governs decision-making, responsibility, and auditability, not performance guarantees.

The frameworks are asset-agnostic and may be applied wherever governed custodianship, escalation control, and evidential integrity are required, subject to licensing and contextual suitability.

System Architecture Overview (FW1–FW7)

(This whole section replaces the previous FW1–FW7 list, which used an earlier, superseded numbering.)

THBNF is structured as follows:

FW1 — National Logic & Problem Definition Establishes the national rationale and problem definition the system exists to address.

FW2 — Custodianship Establishes the structured entry point into the system: how assets or cases are identified, classified, and brought into a governed custodial position.

FW3 — Securing & Stabilisation Governs the securing of an asset following identification and prior to any path selection, anchoring known risk within the system record.

FW4 — Stewardship & Operational Pathways Governs how assets or cases are progressed once risk and condition are understood, establishing responsibility, capability and delivery mechanisms.

FW4.2 — Workforce, Skills & Controlled Delivery Sets the national competency standard for anyone delivering activity within the system, ensuring work is carried out only through governed, verifiable roles.

FW5 — Enforcement & Sequential Control Establishes the control and sequencing logic that holds the system together: no stage progresses until the previous one is properly completed and recorded.

FW6 — Legacy, Public Value & National Partnerships Establishes the assurance, governance and integration layer enabling the system to operate with national consistency and cross-sector partnership.

FW7 — Public Stewardship & National Benefit Ensures the system is sustained, protected and extended for long-term public benefit.

Beneath FW1–FW7 sits a structured, growing library of annexes, operational toolkits and transfer instruments, each addressing a specific operational, sector or governance need. Individual annex, toolkit and transfer kit structure, sequencing and content are not disclosed within this System Map.

Dependency Rule Removal or bypass of any framework breaks system integrity. FW6 is mandatory in all deployments.

Governance & Authority Spine (FW6)

THBNF governance authority is anchored in FW6.

Custodianship within THBNF is a governed position, not a diffuse condition. Responsibility is assigned, reviewed, escalated, or withdrawn through defined procedural routes.

Failure to record, escalate, or evidence constitutes a governance failure. Failure to complete an outcome does not.

THBNF explicitly distinguishes governance failure from implementation failure. The system governs how decisions are taken and evidenced, not whether outcomes succeed.

Repairs Governance Status (Annex RG)

Repairs activity within THBNF is governed through Annex RG — Repairs Governance Gateway.

Annex RG is:

It functions as a controlled gateway across FW4 (operations), FW5 (evidence), and FW6 (governance).

Repairs governance under THBNF regulates responsibility, escalation, and evidential sufficiency. It does not certify workmanship, mandate delivery, or assume operational control.

Insured Repairs Governance (IRG) applies this same standard specifically to insured construction and repairs work, from receipt through to closed, defensible case.

System Capability & Operating Envelope

THBNF is a full-scale governance and operational system designed for use in regulated, multi-agency environments.

The system includes a controlled execution engine comprising:

operational tool-kits

case pathway instruments

evidential standards

escalation controls

These components are engineered to operate only within the full THBNF architecture.

Partial, informal, or unlicensed use creates governance and liability risk and is expressly outside the intended operating envelope.

Access to execution components is provided under formal licence only.

Operational Toolkit & Case Pathway Availability

THBNF is supported by:

a modular operational toolkit layer, and

a controlled suite of case pathway forms and officer guidance materials

These instruments translate FW1–FW7 into deployable local processes without altering the underlying frameworks.

Reliance Position

THBNF may be relied upon to evidence:

when it was known

who held responsibility

how decisions were taken

how escalation occurred

Reliance relates to governance process and auditability only.

Reliance permissions are governed separately and may be granted under formal licence.

Control, Evolution & Protection

All intellectual property in THBNF, its frameworks, annexes, and execution components remains with the author.

Versioning, amendment, and controlled release are centrally governed. The system may evolve without adopter permission.

Unauthorised replication, partial extraction, or derivative use is prohibited.
